- Preheat the oven to 350 degrees F (175 degrees C) and generously butter a 9x13-inch baking pan for the brownies.
- In a bowl, combine 2 cups of white sugar, 1 1/2 cups of all-purpose flour, 1 cup of butter, unsweetened cocoa powder, eggs, 2 teaspoons of vanilla extract, and 1 teaspoon of salt. Mix well to create the brownie batter and pour it into the prepared baking pan.
- Bake the brownies in the preheated oven until set, which should take around 35 minutes.
- Once baked, remove the brownies from the oven and allow them to cool completely for about 30 minutes.
- For the cookie dough layer, in a bowl, cream together 1/2 cup of softened butter, brown sugar, and 1/2 cup of white sugar. Add 1 cup of all-purpose flour, 2 tablespoons of milk, and 1 teaspoon of vanilla extract. Mix until smooth, then stir in 1 1/2 cups of miniature chocolate chips. Spread the rich cookie dough evenly over the cooled brownies in the pan. Chill in the refrigerator before serving.
