Instructions

For the Cheese Sauce
- Preheat the oven to 350°F (175°C).
- In a 1-quart saucepan, melt 2 tablespoons of butter over medium heat.
- Stir in flour, salt, crushed rosemary, and pepper. Cook, stirring constantly, until the mixture is smooth and bubbly (about 30 seconds).
- Gradually stir in the milk and continue cooking, stirring occasionally, until the mixture thickens and comes to a full boil.
- Boil for 1 minute, then remove from heat and stir in the shredded Swiss cheese until smooth. Set aside.

- In a greased shallow 1-quart casserole dish or a 9-inch square baking pan, place the broccoli florets and sliced onions.
