| 1. | Begin by cutting the chicken breasts into 1-inch cubes. In a bowl, mix together the light soy sauce, cooking wine, sesame oil, flour, cornstarch, water, baking powder, baking soda, and vegetable oil. Marinate the chicken in this mixture for 20 minutes. | 
| 2. | To prepare the sauce, combine water, chicken broth, white vinegar or rice wine vinegar, cornstarch, sugar, dark soy sauce, sesame oil, chili paste, and minced garlic in a small pot. Bring the mixture to a boil, then reduce the heat and keep warm while frying the chicken. |
